AIR CONDITIONERS

Individual air conditioning unit or cooling systems are not allowed in Prairie Glen East.  Includes, but not limited to, window air conditioning units designed for placement in window frame or freestanding units.

 

Ceiling fans are permitted in Prairie Glen East.  Guidelines for installation under “Improvements” (page 11) and “Alterations & Permits” (page 1).  Fans are allowed if self supporting and not placed in or attached to window frames, door frames or walls.

 

A service contract is made each year with a local firm or qualified maintenance employee to do the maintenance on the central air units in the townhouses. It is suggested that each member test his or her central air conditioning system for performance each spring before it gets too warm.  Repair often takes longer than anticipated during the hotter months. If you are having trouble with your air conditioner, a work order must be called in to the office.  Air conditioners not working are not considered emergencies, unless a health risk (doctor’s statement required to be on file).

ALCOHOL ON COOPERATIVE PREMISES

No open containers of alcohol will be permitted in common areas (sidewalks, playgrounds, tennis court or parking areas) or in front of any unit.  Members may have open containers of alcohol in the back of their unit if:


a)      Members remain in their patio area

b)      Other members are not disturbed

c)      Minors do not have access to alcohol      

Alcohol may be allowed at designated areas with prior approval from the Board of Directors.

ALTERATIONS AND PERMITS

If a Prairie Glen East Member desires to make any improvements, installations, and/or modifications within their townhouse, (wallpaper, paneling, carpet, room dividers, shelving, etc.) a permit must be filled out before the work is started.  Permits are to be filled out in the office and approved before the work is begun.  (See “Improvements” page # 11).

Any electrical work that is required for the alteration must be done by a licensed electrician.  The electrician must sign the alteration permit and be approved.

Inspection of the alteration will take place when the work is finished.  If the alteration is not approved, or not completed,  the Cooperative can remove it at the member’s expense.

The alteration must be completed in a timely fashion.

NO OUTSIDE STRUCTURES of any kind may be erected, including sheds, storage bins, dog houses etc.  Nothing can be attached to the buildings including soffits and mansards.   (For guidelines see “Improvements” page # 11.)

BASEMENTS

In accordance with Manhattan City Code, basements are not to be used as sleeping areas. This is because of limited access for escape in case of a fire or other emergency. Basements are considered unfinished areas.  Those members wishing to make improvements to the basement area do so at their own risk.  Foundation cracks causing water to leak into the basement or sewer backups can cause damage to any improvements and/or personal possessions.  Prairie Glen East Cooperative is not to be held liable for any damage caused by these incidents. Items stored in the basement should be placed a minimum of 24 inches away from water heaters, furnace and sewer clean out drains.

BOARD OF DIRECTORS

The Prairie Glen East Board of Directors are elected by members of the Cooperative at the Annual Membership Meeting held yearly on the first Tuesday of November.

The Board of Directors has a monthly scheduled meeting date.  This meeting is open to all members of Prairie Glen East.  For the date and time of  meetings, since it may fluctuate, contact the manager or one of the Board Members.

If a position of the Prairie Glen East Board of Directors becomes vacant the remaining Board of Directors has the discretion to ask a member to fill the position for the remainder of the term.

Member grievances or confidential matters may be handled at a closed meeting of the Board of Directors.  This can be at the request of the member(s) involved or a Board Member.  The meeting time and date is at the Board’s discretion.

Special meetings of the Board of Directors may be called if necessary.  Notifications of a special meeting are sent out to the members.

CARBON MONOXIDE DETECTORS

Prairie Glen East furnishes each townhouse with a carbon monoxide detector.  Each member is responsible for making sure that it is properly installed in the electrical outlet and functioning.  

If the carbon monoxide detector is not working correctly, the member is responsible for reporting this to the maintenance department for repairs or replacement.

CARRYING CHARGES

 

Monthly carrying charges are payable to Prairie Glen East, 2144 Prairie Lea, by personal check, money order or cashier’s check, NO CASH ACCEPTED. 

 

Monthly carrying charges are due on the 1st of each month with a ten (10) day grace period.  Payment is due on the 10th day of the grace period regardless of weekends or a holiday. 

 

On the 11th day of the month, a fifty dollar ($50.00) late charge will be assessed.

 

Checks may be brought to the office in person during office hours, put in the dropslot in the door of the clubhouse or mailed directly to the Prairie Glen East  Office.

CHILD CARE

 

Due to liability factors, child care is not permitted at Prairie Glen East Cooperative, Inc.  This will include any licensed or unlicensed child care.

CLUBHOUSE

 

There will be a twenty-five dollar ($25.00) charge for each use of the Prairie Glen East Clubhouse.  A deposit of fifty dollars ($50.00) is required, which is refunded if the clubhouse and contents are not damaged and left in clean condition. 

 

Reservations for the use of the clubhouse must be made through the office. 

 

Use of the clubhouse will be on a first-come, first served basis.  No reservations will be allowed on a weekly or monthly basis without prior approval of the Board of Directors.

 

Any damages, repairs, or excessive wear costing more than the deposit to restore to previous condition will be charged to the member reserving the clubhouse and will be assessed to said member’s carrying charge. The total amount due is payable with the next month’s carrying charge.

 

Only members of Prairie Glen East may reserve the clubhouse.  Prairie Glen East Members take full responsibility for the actions and conduct of their guests.

DEADBOLTS

 

A deadbolt is considered an alteration/improvement.  Installation and maintenance of the deadbolt lock is the member’s responsibility. 

 

The Prairie Glen East Office must have a key to any deadbolt locks in case of emergencies, maintenance requests and/or member lockout.

DRUG AND VIOLENT CRIMINAL ACTIVITY POLICY

 

Whereas, the United States Department of Housing and Urban Development has established certain rules and regulations providing for denial and termination of housing for drug-related and violent criminal activity; and

 

Whereas, the United States Department of Housing and Urban Development is requesting that all privately owned housing projects adopt rules and regulations inhibiting the development of drug activity within housing projects; and

 

Whereas, Prairie Glen East Cooperative, Inc. does hereby adopt and incorporate as an addendum to the rules and regulations of Prairie Glen East Cooperative, Inc., the following:

 


 

1.      No tenant, member of the tenant’s household, or a guest or other person under the tenant’s control shall engage in any criminal activity, including drug-related criminal activity, on or near the project premises.

 

2.      No tenant, any member of the tenant’s household, or a guest or any other person under the tenant’s control shall engage in any act intended to facilitate criminal activity, including drug-related criminal activity, on or near the project premises.

 

 

3.      No tenant, nor any member of the tenant’s household shall permit the dwelling unit to be used for, or to facilitate, criminal activity, including drug-related criminal activity, regardless of whether the individual engaging in such activity is a member of the household or a guest.

 

4.      No tenant, nor any member of the tenant’s household, or a guest or other person under the tenant’s control shall engage in any acts of violence or threats of violence, including, but not limited to, the unlawful discharge of firearms, on or near the project premises.

 

 

5.      For purposes of the foregoing rules and regulations drug-related criminal activity means the illegal manufacture, sale, distribution, use or possession with the intent to manufacture, sell, distribute, or use, any controlled substance as defined in Section 103 of the Controlled Substance Act (21 U.S.C. 802).

 

6.      Any violation of the above addendum to the rules and regulations shall be material violation of the Occupancy Agreement and shall be good and valid cause of termination of the member’s tenancy and cooperative membership.

 

 

7.      A SINGLE VIOLATION OF ANY OF THE PROVISIONS OF THIS ADDENDUM SHALL BE DEEMED A SERIOUS VIOLATION AND A MATERIAL NON-COMPLIANCE WITH THE OCCUPANCY AGREEMENT AND SHALL BE GOOD CAUSE FOR TERMINATION OF SAID OCCUPANCY AGREEMENT.  UNLESS OTHERWISE PROVIDED BY LAW, PROOF OF VIOLATION SHALL NOT REQUIRE CRIMINAL CONVICTION, BUT SHALL BE BY PREPONDERANCE OF THE EVIDENCE.

 

8.      This addendum to the rules and regulations shall be effective this 16th day of March, 1992.

DUAL OCCUPANCY

 

Prairie Glen East dual occupancy exists when there is someone living in your unit on a permanent basis who was not included in your original application for admission.  If this person is your spouse, or a blood relative, you are not technically living in what is termed “dual occupancy”.  However, it is necessary that you recertify with the office to include that person’s income and allowable deductions, to properly indicate family composition and income. 

 

Screening and a credit check will also be required.

 

If the person meets neither of the above criteria, you are in violation of the Occupancy Agreement, which prohibits unauthorized dual occupancy.

EMERGENCY MAINTENANCE SERVICE

 

Prairie Glen East emergency situations warranting after-hours maintenance calls have been defined as:

 


 

1.      Anything harmful to persons or property.

2.      Sewer back-ups.

3.      Broken water pipes.

4.      Lockouts after normal business hours.  (See last page for current lockout charges)

5.      No heat from the furnace during the winter months.

 

**Air conditioning is not considered an emergency unless it is a health risk (doctor’s statement required to be on file).

 

If a sewer back up can be pinpointed to a specific member’s negligence that member can be assessed a charge for time of maintenance personnel, equipment usage or rental, or any contracted company’s use.  A sewer back-up must be reported immediately.  If water is beginning to rise in your basement drain report it immediately before it becomes an emergency.

 

Maintenance staff will not be responsible for any calls other than those outlined above after 5:00 p.m. weekdays, or on the weekends or approved holidays.

EXTERMINATION

 

Any type of pest/insect infestation should be reported to the Prairie Glen East Office immediately. 

 

If a severe pest problem requires more than routine control, maintenance will notify the member (or members of the entire building) that all closets, cupboards, etc. will need to be emptied on a specified date.  Failure to do so will result in a fine of twenty-five dollars ($25.00) plus a charge based on the hourly maintenance rate, to ready the unit for the extermination. 

 

If the pest problem is determined by maintenance or a pest control company to be the fault of a member, the entire extermination of your townhouse and/or building will be assessed to said member’s carrying charge. 

 

Total amount due is payable with the next month’s carrying charge.

FENCING REGULATIONS

 

Prairie Glen East Members may build fences around their rear patios according to the following specifications:

 

1.  An Alteration Permit is required to construct a fence.  Permits are to be filled out in the office and approved before work is begun.  (See “Improvements”, page #11.)

 

2.  Fences are to be made out of cedar boards, using 1 x 6 boards that are 6 feet high.

 

3.  Fence dimensions for two bedroom townhouses are to be 18 feet from the unit by 16 feet wide.  Fence dimensions for three bedroom townhouses are to be 18 feet from the unit by 20 feet wide.

 

4.  A 4 ft. wide gate is to be built at the rear of the fenced area.

 

5.  Have all fence rails and posts inside fenced area.

 

6.  Neighbors decide which way fence will jog around electric meters, cable boxes etc.  If the electric meter and/or cable box is inside your fence, your gate CANNOT have a lock on it.  Utilities have to be able to have access.

 

7.  Member who puts up fence pays for all costs.  When attachment is made to an existing fence, there is a one hundred fifty dollar ($150.00) charge per attachment.  Payment is made through the office to Coop member(s) owning existing fence(s).

 

8.  After fence is completed, member is responsible for maintaining the grounds area within the fence.  Maintenance staff will not mow or trim within the fenced area.

 

9.  Inspection of fenced area will coincide with annual Coop inspection.

FLOOR POLICY

 

The present Prairie Glen East Member is responsible for the condition of the floors.  Upon move-out, regardless of floor condition, each member is charged a standard twenty-five dollar ($25.00) reconditioning charge. 

 

The twenty-five dollar floor fee is deducted from your membership and equity refund.  

 

When damage to the hardwood floors is excessive, the floor charge will reflect a charge based on the hourly maintenance rate and materials to repair.

 

In some instances, such as pet stains, (which are impossible to remove) and deep scratches in the floor that are beyond sanding and refinishing, it may be necessary to carpet the hardwood floor.

The member selling will be charged for the carpet to make the townhouse meet cooperative standards. 

 

You will be advised as to an estimated cost for the carpet and installation. 

 

If you desire, prior to signing your move-out inspection, you may exercise the option of purchasing yourself or subcontracting your own carpeting and installation. 

 

It would be a definite advantage to have a preliminary inspection done as soon as you know you are moving. 

 

If carpeting is necessary, it can be handled as an improvement.  The new carpet and installation must meet cooperative standards and be approved.

 

All carpeting must be shampooed prior to move-out inspection.  Carpet that is deteriorated through neglect or age is a deterrent at the time of sale of your townhouse. 

 

If the carpet must be removed, the hardwood floors must be brought to acceptable condition or re-carpeted at seller’s expense.

 

When a new member (buyer) accepts existing carpet as an improvement, he/she is responsible for floor underneath.  Due to tacking down of carpet, maintenance cannot check the condition of the floor. 

 

If the carpet is cooperative property, the member is liable for the carpet, not the floor underneath.

FURNACE FILTERS

 

Furnace and air conditioner filters are changed by the Prairie Glen East Cooperative every three (3) months at no charge to the members.

 

An advance notice is sent out with the dates the filters are to be changed.

 

Members are welcome to change their own filters if they want them changed more frequently.

GARDENS AND FLOWER BEDS

 

Flowerbeds can be established in front of your Prairie Glen East townhouse.

 

The depth of the flowerbed is not to extend beyond the front porch with edgers or fencing no higher than 12 inches. 

 

The lead-up sidewalk is to remain grassed on both sides with no added flowers, rocks or decorations.

 

Gardens and flower beds can be established in back of your townhouse.  They are limited to the patio area. 

 

Vegetation is not to be planted within two (2) feet of air conditioner unit, and all utility equipment is to be accessible.

 

Flowerbeds and gardens will be maintained by the Prairie Glen East Coop Member. 

 

Upon selling your townhouse, areas will be reseeded to grass unless buyer agrees to existing flower bed(s) or garden.

GUESTS

 

There is a three (3) week limit on visitation rights to Members of Prairie Glen East Cooperative. 

 

If guests are staying with you for an extended period of time they will need to be placed on your Family Composition. 

 

Please remember that all members are responsible for guest’s actions and guests are expected to follow all cooperative rules and regulations.

IMPROVEMENTS

 

A Prairie Glen East improvement is any PERMANENTLY AFFIXED ADDITION OR ENHANCEMENT to a townhouse that was not originally provided. 

 

This would include items such as: paneling, finished basement, ceiling fans, wall-to-wall carpet, wallpaper, fenced yards, etc. 

 

Items that would not be an improvement would include but not be limited to: ceiling work, vinyl floors in bathrooms or kitchen, or any repairs done to any items that are originally provided in the townhouse. 

 

Member must comply with conditions listed under “Alterationss & Permits” rules before improvements are started.  (See page # 1.)

 

Upon move-out the selling member may negotiate a price for the buying member to purchase the improvements in said townhouse. 

 

All transactions involving the sale of improvements are strictly between the buyer and seller. 

 

If management has reason to believe the purchaser (buyer) is being taken advantage of, it would be discussed with both parties.  Otherwise only the seller and buyer determine what is a reasonable and fair price for improvements.  (See page # 1.)

 

Please be aware that when a member installs improvements, he/she is responsible for any structural damage caused by installation or malfunction of said improvements.  The same principle applies to improvements purchased.  They become not only your property, but your responsibility.

INCIDENTAL BUSINESS RULES

 

Any Prairie Glen East Member participating in incidental business who violates the cooperative’s rules and regulations with said business will be in violation of their occupancy agreement and may risk termination of their membership and/or eviction.

 


 

1.      No hazardous materials related to the business will be stored in the townhouse (poisons, gas powered equipment, hazardous chemicals, flammable materials, etc.).  

 

2.          The Member operating any incidental business will be responsible for controlling excessive foot and vehicle traffic on or about the corporate grounds, and will notify all business traffic of proper parking procedures.

 

3.      All Members engaging in incidental business will abide by all corporate rules and regulations, and in particular will not cause unreasonable noise or nuisance to any other member.

 

4.      All incidental business must also comply with all city, county, state and federal regulations which may apply.

 

5.      No incidental business will be permitted to advertise by signs or posters anywhere upon the corporate premises.  A bulletin board is available by mailboxes for members wishing to advertise.

 

6.      All Members operating incidental business will be responsible for excessive wear and tear to townhouses and grounds caused by additional traffic.

 

7.      Any unit supporting any incidental business will be subject to inspection at any time by corporate officers, management, or designated employees to check for health or safety hazards, as well as excessive wear to units or grounds.

 

8.      Any member operating such an incidental business must return a signed copy of these rules and regulations to the office.  This information must be updated annually.

 

9.      Any incidental business may be subject to Prairie Glen East Board approval.

INCOME-FAMILY COMPOSITION DISCRIMINATION

 

Prairie Glen East Cooperative, Manhattan, KS, has established a maximum of four persons for a two-bedroom townhouse and a maximum of six persons for a three bedroom townhouse. 

 

The maximums are to coincide with previously established guidelines of FHA and Manhattan City Code. 

 

The Board of Directors of Prairie Glen East Cooperative affirms that approval or denial of occupancy is based on previously established regulations regarding family income, composition, and credit rating; requirements and guidelines as set by FHA. 

 

Prairie Glen East has never in the past, and will not in the future, discriminate on the basis of race, creed, or nationality.

INSPECTIONS

 

Annually Prairie Glen East Management and Maintenance conduct an inspection of each townhouse and fenced area in the Cooperative. 

 

This inspection includes checks on structural repair, general maintenance, health and safety conditions etc.  Notification is sent out to members prior to this inspection.

 

In addition, various inspections are conducted by appointment with HUD or the mortgage holder of Prairie Glen East.  Members are given as much notice as possible concerning these inspections.

INTERIOR PAINTING

 

All Prairie Glen East townhouses must be painted upon move-out.  All townhouses will be painted with antique white semi-gloss paint. 

 

Paint can be purchased through the Prairie Glen East Office at their discount cost. 

 

Paint purchase and painting is the member’s responsibility. 

 

If the townhouse is not fully painted upon the move-out inspection, maintenance will paint and the expense of paint, materials, and labor at the current labor rate will be deducted and taken out of the member’s membership and equity refund. 

 

Members will be responsible for the condition of the ceilings and woodwork, as well as the paint on the walls, if they elect to do the painting themselves.

MANSARDS AND ROOFS

 

Members will be allowed to hang small plants, birdhouses and windchimes from mansard soffits, but all other hanging items will be prohitbited, including but not limited to bicycles, Christmas lights, holiday decorations, and any other apparatus from the mansard, roof, soffitt, or siding of any building. 

 

Members are also prohibited from displaying any kind of decorative items pertaining to holidays or other occasions around the perimeter of the townhouse or sidewalk area, including but not limited to, the porch and steps, due to safety concerns. 

 

Decorations may be displayed in the flowerbed area under the front windows, not to exceed the front steps of the porch, and also on the inside of the windows.  Should this regulation be violated, a $50 (fifty dollars) penalty shall be assessed.  Should this penalty not be paid, the member shall be subject to eviction.

MOVING OUT

 

As soon as you know the date you will be moving, please inform the Prairie Glen East Office.  Forms “Notice of Intent to Vacate” and “Members’ Responsibilities Withdrawal Notice” must be signed. 

 

The date that is noted on your intent to vacate is the date you must be out of your townhouse. 

 

There is a resale fee of twenty-five dollars ($25.00).  If you do not wish to show your own unit it can be sold by the office which will constitute a fee of fifty dollars ($50.00).

 

Management will not show your townhouse while you are still living there.

 

YOUR MONTHLY CARRYING CHARGES MUST BE PAID UNTIL YOUR

TOWNHOUSE IS SOLD AND OCCUPIED BY A NEW MEMBER.  LATE  CHARGES WILL BE ASSESSED IF ALL TRANSACTIONS ARE NOT 

COMPLETED.

 

The final move-out inspection is your responsibility.  Arrangements must be made with the Prairie Glen East Office to establish a time during scheduled work hours for your move-out inspection.

 

You are responsible for the gas and electric in your townhouse until the new member takes possession.  Any reconnection fees that are incurred if the utilities are shut off will be charged to you.

 

Any work done by maintenance that is chargeable to you on your move-out inspection is based on the hourly maintenance rate.

 

Please keep in close contact with the office during your move-out process.

PERSONAL PROPERTY INSURANCE

 

Members are advised and encouraged to purchase their own homeowners (or rental) insurance. 

Prairie Glen East Cooperative’s insurance only covers the structure and does not cover your personal property.

PETS

 

Effective August 1, 2006, two pets will be allowed per townhouse.  This excludes fish, hamsters, gerbils, guinea pigs, and birds.  Any unusual pet must be approved by the Board of Directors.

 

Strictly enforced penalties apply for violating the updated pet policy

 

Effective August 1, 2006, one hundred twenty five dollars ($125.00) pet deposit will be required per pet. 

 

Any members having more than one pet before the date of June 1, 1999 will be allowed to retain their pets as long as a pet permit and the required obligations have been met.

If any member that has been “grandfathered in” with this clause no longer has their pet because of death, or the pet has been given away, etc., they must then abide by the two pet per unit rule.  If any member gets a new pet after the June 1, 1999 ruling, as well as the August 1, 2006, the pet deposit of one hundred twenty five dollar ($125.00) per pet must be paid to the office.

1.      Each member is required sign a pet permit for his dog or cat.  This is required at the time of move-in or within thirty (30) days after obtaining a pet.  Pet permits are to be filled out in the office.  At the time the pet permit is filled out the pet deposit must be paid.

 

2.      Two pets per townhouse are allowed.

 

 

3.      My pet will be registered and vaccinated in accordance with the law.  The pet must have distemper and rabies shots and have been treated for worms.  Certification of this must be on file in the office and be renewed yearly according to City Ordinance.

 

4.      A photograph of the pet will be furnished to the office, or the office will take a picture of your pet.

 

 

5.      My pet will not be allowed out of the townhouse without a restraint which will not exceed ten (10) feet in length.  This includes cats.  No pet will be chained unattended in front of the townhouse.

 

6.      I will clean up after my pet DAILY.

7.      I will control and supervise my pet as necessary to prevent damage to Cooperative property, including the interior of the townhouse.  In the event of damage, I am personally responsible for repairs.

8.      I will not leash my pet outside unattended.

9.      My pet will not be outside between the hours of 11:00 p.m. and 6:00 a.m.

10.  NO doghouses/pet structures will be allowed on the cooperative premises.

11.  If there is a complaint lodged against the pet, the problem will be corrected immediately.

12.  All complaints will be in writing and given to the Prairie Glen East Office.

13.  All city regulations for pets will be applicable to the pet owners of Prairie Glen East.

14.  A fine system is in place for those members in default of any and all pet violations.

            a.  1st default: Written warning (will kept in member file)

            b.  2nd default: Seventy-five dollar ($75.00) fine will be charged to member                               

            c.  3rd default: One hundred dollar ($100.00) fine will be charged to member

            d.  4th default: Revocation of pet permit

 

15.  Default of the Pet Permit will be noted by maintenance, or management, or in the form of a written complaint by another member.  The member that is in default will be notified by the office and will have twenty-four (24) hours to correct the default.

 

Please pick up Pet Permits in the Prairie Glen East Office.

PLAY AREAS

 

Swing sets are not allowed in Prairie Glen East.

 

Inform children not to play in streets, on or around cars, on the trash containers or the utility boxes or climb the light poles.  Trees are not for climbing.

 

Children should play in other members’ yards only when invited.

Play areas are to be used by members of Prairie Glen East and their guests only.

 

There are to be no activities in any of the play areas from 11:00 p.m. to 6:00 a.m.

SATELLITE ANTENNAS

SMOKE ALARMS

 

Hard wired smoke detectors are furnished by Prairie Glen East on all three floors of each townhouse.  Back-up batteries are replaced by the maintenance department yearly.  All members are responsible for making sure their smoke detectors are functioning properly.

 

Prairie Glen East encourages all members to check their smoke detectors monthly.

SOLICITING

 

No solicitors are allowed on the Prairie Glen East premises without Board approval, this includes all organizations, charitable or otherwise.

 

Absolutely no door-to-door knocking is allowed.

 

No advertisements, posters, campaign signs, etc. are allowed in yards or windows.  A bulletin board is available by the mailboxes for members wishing to advertise.

STORM DOORS

 

Prairie Glen East Members will be responsible for all storm door repairs and/or replacement which includes parts and labor based on hourly maintenance rate and assessed to said member’s carrying charge.  The total amount due is payable with next month’s carrying charge.

TRANSFERRING TO ANOTHER UNIT

 

If you are interested in transferring to another townhouse, contact the Prairie Glen East Office for specific details. 

 

Members cannot transfer their membership and equity monies “on paper”.  The membership and equity money has to be paid “up front” just as if you were moving into Prairie Glen East.  The membership and equity refund from the townhouse you are transferring from minus any charges owed Prairie Glen East will be sent to you a couple of weeks after the new member has taken possession of the unit you transferred from.

 

Improvement money is between the buyer and seller.

TRASH DUMPSTERS

 

Items placed in the dumpsters on Prairie Glen East property must be sealed in plastic trash bags.  This is necessary for health and sanitation reasons and the littering of Cooperative grounds.

 

To compact boxes or other possible items would help prevent the overflow of the dumpsters.

Utilities (electric and gas) are to be in the new member’s (buyer’s) name the day of townhouse possession.

 

Utilities will be left in the out-going member’s (seller’s) name until the new member takes possession. 

 

Non-compliance will cause a delay in the processing of your equity refund.

 

Cable television and phone are member’s responsibility.

VEHICLE OPERATIONS AND PARKING

 

GENERAL REQUIREMENTS FOR ALL MOTORIZED VEHICLES

 


 

A.    All vehicles owned or possessed by Prairie Glen East Cooperative members must   have a valid license plate displayed, be registered with management office and display Prairie Glen East parking permit per instructions.

 

 

B.     No motor vehicle of any type may be operated on any part of the Cooperative  property except the parking areas and the streets.  This includes go-carts, mo-peds, mini-bikes,  motorcycles, cars and pickups.  ONLY service vehicles operated by maintenance personnel/management are exempted from this regulation.

 

 

 

 

C.     One vehicle per licensed driver may be parked on the Cooperative parking area. Any additional vehicles must be parked off Prairie Glen East Cooperative premises. If a motorcycle or a mo-ped is the second vehicle, it may be parked in the numbered spot alongside the car if space permits. Motorcycles and mo-peds are exempted from off premises parking if there are two vehicles, but the motorcycle or mo-ped must be parked in the member’s numbered stall with the vehicle.

 

 

D.    Any vehicle requiring more than one parking space will not be parked on the Cooperative parking areas.

 

 

 

 

E.     Gasoline, petroleum products, or anything that is gasoline powered, is not to be stored in your townhouse.

 

 

F.      Any vehicles not used often or on a regular basis should be parked in the member’s numbered stall.

 

 

 

 

G.    All non-motor vehicles, including but not limited to, campers, boats, trailers will not be parked on Prairie Glen East Cooperative premises.

 

 

H.    No motor vehicle longer than 22 feet (front to back), including attachments or equipment, will be parked on site and vehicles may not protrude past 22 feet from the curb.

PARKING REGULATIONS

 


 

A.    All vehicles must park between the lines in the designated parking areas. One parking stall will be marked for each townhouse address.

 

 

B.     Parking areas not designated by an address number will be marked “GUEST”. Guest parking stalls will not be reserved. They are utilized on a first-come basis.

 

 

C.     All vehicles must park in the parking spaces front first, do not back into the spaces.

 

 

D.    Only member vehicles may be washed in the member’s stall.

 

 

 

 

E.     Motorcycles may be parked in a numbered stall.  They may not be parked in the back of the townhouse.

 

 

F.      Parking of unlicensed, inoperative, or abandoned vehicles is not allowed on Cooperative parking areas.

 

 

 

 

G.    Curbs, which are painted yellow, are no parking zones.  Any vehicle parked along these areas is subject to being towed.Parking violations are as follows:

1)      Parking on the grass

2)      Parking in another cooperative member’s desginated parking stall.

3)      Parking in a yellow-curbed area

4)      Repair of a motor vehicle in the member’s designated parking area.

5)      Parking in a handicapped designated area.

 

 

DRIVING RESTRICTIONS

 


 

A.      Speed limit posted as 10 m.p.h.

 

B.      Careless and reckless driving on Cooperative premises is prohibited.

 

 

DERELICT VEHICLE POLICY

 


 

A.    At the time the vehicle becomes inoperable, the owner will have ten (10) days to repair or remove the vehicle from the cooperative parking area.

 

B.     An inoperable vehicle will be towed at the owner’s expense.

 

C.     A vehicle not possessing a current state license tag is considered inoperable and is subject to being towed.

 

D.    Absolutely no vehicle is to be left unattended on jacks, blocks, or any other apparatus.

 

PARKING VIOLATIONS


 

A.    Only members of the Prairie Glen East Board of Directors, or management may authorize the towing of a vehicle which does not comply with the rules and regulations of Prairie Glen East Cooperative.

 

B.     Cooperative members having visitors or guests are responsible for the actions of such persons in regard to the rules and regulations of parking.

 

Vehicles parked in violation of ANY of the above regulations will be deemed to be parked without permission in accordance with Manhattan City Code Ordinance, and as such, will be subject to towing at the owner’s expense.  The City Code does not require prior notification, or attempts to be made to identify or contact owners before towing.

WATER BEDS

 

Waterbeds are allowed at Prairie Glen East Cooperative. 

 

Waterbed insurance or homeowner’s/renters insurance is strongly suggested if you are using a waterbed.  Any structural damage to the townhouse caused by water leakage or the weight of the waterbed is the responsibility of the member.

 

Any damages and/or repairs plus a charge based on the hourly maintenance rate will be assessed to said member’s carrying charge.  The total amount due is payable with the next month’s carrying charge.

WORK ORDERS / SERVICE REQUESTS

 

Work orders/service requests may be placed with the Prairie Glen East Office at 776-4827 or the maintenance phone at 776-8165.  After hours in case of a maintenance emergency , please call the maintenance phone at 313-4497.  When calling in a service request please be specific and concise.  Please include your name, address and phone number where you can be reached if leaving a message on the answering machine.

 

Work orders / service requests are completed on a priority basis.  Emergencies are done as soon as possible.  Other service requests are completed during normal maintenance working hours.
